In February 2016, a Heifer had AI. Since then It hasn't come on heat and there's no sign of pregnancy. What must be done?

Gestation period in cattle is for about 9 months hence from Feb 2016 if the AI service conducted was successful it could have calved before end 2016 and by March, 2017 it could have a calf.
Therefore ask for the Veterinary officer or competent AI technician to examine the heifer. It may happen that it has some problems like cysts on the ovaries or problems in the uterus like some swelling which the hormones are treating and maintaining as pregnancy.
Another important thing is to assess its health and nutritional status as poorly managed heifer cannot easily come on heat and hold pregnancy.
